The Constitutional Convention met in Philadelphia during the summer of 1787. While 55 delegates attended at some point, only 39 were present to sign the finished document on September 17. George Washington, Benjamin Franklin, James Madison, and Alexander Hamilton were among the signers. Not everyone agreed with the final version. Three delegates who were still at the convention — Edmund Randolph, George Mason, and Elbridge Gerry — declined to sign because they had concerns about the document. The Constitution was then sent to the states for ratification and became the framework for the U.S. government we know today.
